MeetingRural Hill/Moss Road plan hearing delayed until August

After several months of community discussion, planners are tentatively scheduled to take a Detailed Design Plan for the Rural Hill-Moss Road neighborhood to the Planning Commission at its August 11 regular meeting. This is a change from the June 25 meeting for which it was originally scheduled. Public hearing notices will be sent out to stakeholders prior to the August 11 meeting..

How to Read the Draft Community Character Policy Plan Map

This is the most recent Draft Community Character Policy map, which is also included in the draft Detailed Design Plan above but in a smaller format. The first step is to look at the map to determine the policy reference name for the area you are interested in.

Then, look up the description and guidance for that policy found in the Community Character Manual
Finally, look at the Rural Hill - Moss Road Draft Special Policies to see whether any additional guidance is provided that is specific to that area.

Here's an example:

You live on Took Drive.

Step 1: Open the map and find Took Drive. This neighborhood area is referenced as "13-T3-NM-01." Then, look at the map legend to see that it means "T3 Suburban Neighborhood Maintenance."

Step 2: Open the Community Character Manual (CCM). The T3 Suburban chapter begins on page 81, but specifically Suburban Neighborhood Maintenance is discussed beginning on page 91. There is also helpful guidance for all policies found in the "General Principles" chapter beginning on page 25.

Step 3: Open the Rural Hill - Moss Road Draft Special Policies and locate the text for area "13-T3-NM-01" to see what additional guidance, if any, is provided.Step 4: Repeat this process with any additional areas of interest.

BakertownBakertown/Antioch Pike SP

The Metropolitan Council approved special zoning on November 18, 2008, which will limit traffic and control industrial development in the Bakertown community.

Antioch/Priest Lake Community Plan

The Metropolitan Planning Commission adopted the current Antioch/Priest Lake Community Plan on July 10, 2003, and amended it in January and May, 2004. Both amendments are included on this page.

The Antioch/Priest Lake Community also has two Urban Design Overlays, additional zoning which sets design standards for specific areas.

The Structure Plan maps in the Community Plan follow land-use policies set forth in the Land Use Policy Application document or "LUPA". On August 14, 2008, the Planning Commission approved a new land-use document, the Community Character Manual, which replaces the Land Use Policy Application. The CCM will be used as community plans and amendments are updated in Subarea 13.

Urban Design Overlays

An Urban Design Overlay, or UDO, is a zoning tool that requires specific design standards for development in a designated area. Details

Specific Plans

"Specific Plan District,” generally known as “SP” zoning, refers to a new type of base zoning district, not an overlay, which is not subject to traditional zoning districts’ development standards. Under SP zoning, design standards established for that specific development are written into the zone change ordinance.

Developers who use SP zoning must still follow historic and redevelopment guidelines, subdivision and stormwater regulations, and the goals and objectives of the General Plan.

  • Rural Hill Road SP - adopted July 18, 2006; affects all or part of 21 parcels between Rural Hill Road and Rice Road
  • Hickory Woods SP - adopted December 5, 2006; affects property on Murfreesboro Pike near the county line
