E-Permits
The Nashville Department of Transportation and Multimodal Infrastructure (NDOT) is now accepting right-of-way permit applications through ePermits . All right-of-way permits must be applied for via ePermits.
Use of Credit/Debit Card for Permit Fees
Based on Metropolitan Ordinance BL2008-218, a convenience fee will be added to all credit and debit card transactions processed by the Nashville Department of Transportation. The fee of 2.3% is assessed by the electronic processing company and no part of the fee goes to Metro.

- Effective 10/1/2016: Metro Council passed Ordinance BL2016-235 that amended sections of the Metropolitan Code related to fees charged by the Nashville Department of Transportation for Right-of-Way (ROW) Permit fees. Ordinance BL2016-235 establishes a new Right of Way (ROW) Permit High Impact Area, the boundaries for the new area shown in the map.
Important Information
- Nashville Streets and Pathways Lighting Manual
- Work related to excavation permits shall be completed and repaired within 3 months from the issue date.
- Permits must be applied for at least 2 business days prior to actual start date, unless an emergency repair is required.
- All permitting application fees are non-refundable, and may be made with cash, check, Visa, or MasterCard.
- Checks should be made payable to "Metropolitan Government".
- Payment is required in full once the permit application is approved. No permit will be issued until the application is approved and the permit fees are paid in full.
- Permittee will warrant workmanship on all excavations for a period of one (1) year from the date of final inspection.
- Metro departments, agencies, and municipalities are waived from the permitting fees. These agencies are still required to get a permit to work in the right-of-way. Contractors working for Metro departments, agencies, and municipalities are not waived from permitting fees.
- Permit fees are listed in the Metro Code: 13.20.030. A copy of Metro Code 13.20 can be obtained from the Permit Office.
- Your use of the space within the Metro Nashville and Davidson County right-of-way is subject to the License Agreement for Right of Way.
- Many permits will require legislative action by the Metro Council and other Commissions. Applicants should contact their district council member(s) to advise them of their intentions.
