An ordinance providing the honorary street name designation of “Pastor Percy J. Clark Way” for a portion of Herman Street.

WHEREAS, Pastor Percy J. Clark was born in Holcomb, Mississippi, and moved to Chicago at an early age. He studied at the Southern Baptist School of Divinity and Airport Theological Bible School and in 1957 began with the Fellowship Baptist Church of Chicago, Illinois; and

WHEREAS, after moving to Tennessee, Pastor Clark received his ministerial license in 1970. He was installed as Pastor of the Mt. Calvary Missionary Baptist Church in Nashville in February 1982; and

WHEREAS, Pastor Clark served Mt. Calvary Missionary Baptist Church for thirty-eight years. As pastor, he led several innovative programs, including the Business Education Scholastic Training Program (BEST) to prepare high school students and adults to enter the workforce through free math, computer, and accounting classes for the community; STEP programs to tutor children from pre-kindergarten to age 15; financial planning seminars where community leaders educated others in finances, estate planning, and being good stewards; and workshops for ministries; and

WHEREAS, Pastor Clark was also a renowned gospel singer who traveled the country singing gospel music. He also had a gift for writing music and opened Mt. Calvary’s doors for gospel music artists, providing a space for new and young artists to showcase their talent to the community; and

WHEREAS, before Pastor Clark’s death on March 30, 2020, he envisioned a venture to implement community development in the North Nashville area; and

WHEREAS, in recognition of Pastor Clark’s contribution to the Nashville community, it is fitting and proper that the Metropolitan Council provide an honorary street name designation of “Pastor Percy J. Clark” for a portion of Herman Street; and

WHEREAS, Chapter 13.08 of the Metropolitan Code provides for the designation of honorary street names and signs without amending the Official Street and Alley Acceptance and Maintenance Map for The Metropolitan Government of Nashville and Davidson County, and without requiring residents and businesses to change their address.


Section 1. That Herman Street between 24th Ave North and 25th Ave North is hereby designated with the honorary street name of “Pastor Percy J. Clark Way”.

Section 2. This honorary street designation shall not require residents located on Herman Street to change their street address.

Section 3: The Department of Public Works is hereby authorized and directed, upon the enactment and approval of this Ordinance, to install the appropriate signage designating this section of roadway as “Pastor Percy J. Clark Way” in accordance with § 13.08.025 of the Metropolitan Code.

Section 4: This Ordinance shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
