A resolution appropriating $850,000.00 in Community Development Block Grant funds to assist with construction of Phase I of Jefferson Street Park, to be located at 1606 Jefferson Street in North Nashville.
WHEREAS, in Resolution No. RS2013-809, the Metropolitan Council approved the Substantial Amendment to the 2013-2018 Consolidated Plan for Housing and Community Development which created a place-based strategy to target Community Development Block Grant (“CDBG”) funds for construction of public/neighborhood facilities improvements in designated underserved areas (“Tier II Priority Areas”); and,
WHEREAS, in Ordinance No. BL2018-1246 (as amended), the Metropolitan Council approved the adoption of the 2018 – 2023 Consolidated Plan and the 2018 Action Plan for the use of CDBG funds which identified a goal of neighborhood revitalization by investing in underserved areas (“CDBG Target Areas”) which overlapped with the Tier II Priority Areas; and,
WHEREAS, the 2016-2017 and 2018-2019 Annual Updates to the Consolidated Plan (“2017 and 2018 Action Plans”) allocated CDBG funds to be used for public/neighborhood improvements in these Areas; and,
WHEREAS, the Metropolitan Development and Housing Agency (MDHA), the administrator of the CDBG funds on behalf of the Metropolitan Government of Nashville and Davidson County, has identified a total of $850,000.00 in CDBG funds for public/neighborhood improvements that can be utilized toward construction of projects in these Areas; and,
WHEREAS, MDHA collaborated with the Metro Parks Department to identify projects in these Areas based upon need and community input; and,
WHEREAS, the project identified is the construction of Phase I of Jefferson Street Park, a new 0.4 acre pocket park located in the heart of the Jefferson Street historic corridor at 1606 Jefferson Street. Once the home of Brown’s Pharmacy, and a hotel and supper club, the site was bisected by the construction of the interstate and recently developed by Metro Water Services to detain stormwater in underground cisterns. The park will be a civic space where residents and visitors can engage history, culture, and community through play, gathering spaces, historic interpretation, and public art; and,
WHEREAS, the project is ready to begin expenditure of CDBG funds, and RS2016-229 and BL2018-1246 (as amended) requires MDHA to obtain Metro Council approval by Resolution prior to expending CDBG funds for capital improvement projects.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. That the Metropolitan Development and Housing Agency (“MDHA”) is authorized to expend up to $850,000.00 in CDBG funds for construction and related costs for construction of Phase I of Jefferson Street Park at 1606 Jefferson Street as follows:
2016 CDBG funds: Up to $636,985.00
2018 CDBG funds: Up to $213,015.00
Section 2. That plans and specifications for the park construction will be on file at MDHA’s Construction Department.
Section 3. This resolution shall take effect from and after its passage, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.
