Two new board members have been elected to serve on the Metropolitan Nashville District Energy System advisory board. Christopher Proctor, chief engineer of the Fifth & Broadway development and Bill McKnight of CB Ragland, owners of the new Hyatt-Centric hotel were selected to fill four-year terms.
These two seats on the board, one representing the initial private system customers and one representing subsequent private system customers both came up for either re-election or election of new representatives this new fiscal year of 2021. After a several week process of nominations and voting, the two new representatives were chosen.
Proctor serves as Chief Engineer at Fifth + Broadway. Prior to that he served at Gaylord Opryland as power plant operator of their energy plant (Steam, Chill Water, Co-Gen Power.) Before that he was director of engineering for Marriott with multiple properties and various systems. A Nashville native, he maintains strong connections the maintenance / engineering field here.
McKnight joined the C.B. Ragland Company in 2016, having previously served as a Director of the Board since 2011. He is in involved in all aspects of the Company’s portfolio management with a focus on development and financing activities. On behalf of the company, he spearheaded the Hyatt Centric Nashville project. Previously, he was Vice President in CBRE’s (NYSE: CBRE) Debt & Structured Finance group, where he was involved in the closing of approximately 175 transactions representing over $3.0BB in capital volume. He holds a B.A. in history from the University of the South and a Master of Science in Real Estate and Construction Management from the University of Denver.
The Metropolitan Government owns and operates the Metro Nashville District Energy System which is comprised of a centralized energy generation facility and a primarily underground pipe distribution system (the “District Energy System”) for the purpose of furnishing steam and chilled water to numerous private and public customers in downtown Nashville.
The District Energy System Advisory Board was established when the system began to continually evaluate the system and its operating reports and make recommendations to the Mayor regarding the same in order to facilitate effective and efficient utilization of the system; maintain dependable and cost effective services to system customers; and maintain compliance with all applicable laws, regulations and relevant bond covenants.
The board, which meets quarterly, is comprised of nine members including the Metro Director of Finance (or their designee); the Metro Director of General Services (or designee); the Executive Director of the Metropolitan Development Housing Agency (or designee); and a representative of the State of Tennessee; a representative of the District Energy System’s initial private system customers, selected by their vote; a representative of the District Energy System’s subsequent private system customers, selected by their vote; and two members of the public, appointed by the Mayor and having experience in real estate development, energy or the downtown business community; and one metropolitan councilmember-at-large or councilmember residing in the district where the District Energy System is located, designated by the Mayor in consultation with the Vice-Mayor and having a term concurrent with that member’s councilmanic term of office.
