The Department of Law has the responsibility to “furnish legal advice to the mayor, to the council and to all officers, departments, boards and commissions concerning any matters arising in connection with the exercise of their official powers or performance of their official duties.” Sec. 8.602 Metropolitan Charter. On occasions, in order to fulfill this responsibility, the Department of Law issues formal legal opinions. The purpose of a formal legal opinion is to address an issue which is of significant interest or importance to the Metropolitan Government.
