The Community Asset and Land Use program ensures a sustainable Metro Government of Nashville and Davidson County today and tomorrow by improving the quality of life, work, and service.
Community Asset and Land Use is a cross-departmental initiative within Metro to streamline and optimize Metro’s asset management, permitting, licensing, and land use processes. By implementing a modern, enterprise-wide system, Metro is working to achieve its goal of sustainable growth.
This program enhances how Metro operates by leveraging advanced technologies and data-driven solutions. The system will benefit businesses, residents, and the community by streamlining permitting processes and improving access to information.
Through the delivery of specific Community and Land Use projects, information about permit and license application status will be available through user-friendly online portals. This increased transparency will empower community members and businesses to participate actively in urban planning, ensuring that Metro's services align with their needs and aspirations.
This program is primarily funded through technology fees as authorized by the Metropolitan Council in May of 2022.
Project Types
The Community Asset and Land Use program is comprised of the following types of projects:
Asset Management System
Asset Management System projects streamline operations by providing a centralized platform for tracking and monitoring work activities on assets, leading to enhanced efficiency and reduced downtime for Metro’s most critical assets. They also provide real-time insights into asset utilization and maintenance schedules.
Permitting, Licensing, and Land Management
Automating procedures related to permitting, licensing, and land use is the focus of Permitting, Licensing, and Land Management projects. Enhancements facilitated by these projects include transparency, accessibility, and data-driven decision-making related to land use.
Electronic Permit
Electronic Permit (ePermit) projects are closely tied to the benefits of Permitting, Licensing, and Land Management projects. They provide a digitized permitting interface for the Metro community and business partners to use. ePermit projects will enable an entirely online process for permit application, tracking, and approval.
Electronic Plan Review
Further demonstrating Metro’s commitment to modern automated operations, Electronic Plan Review (ePlans) projects will allow development project plans to be uploaded for review by Metro departments from any device with an internet connection. Furthermore, when multiple Metro departments must review plans, they will all be able to use the same upload via the appropriate workflow. ePlans provides numerous enhancements over paper plans including security, searchability, accessibility, and efficiency.
Capital Project Management System
The Capital Project Management System project will facilitate effective project delivery by providing project managers with comprehensive insights into progress, resource allocation, budgets, and potential risks, leading to more informed and timely decisions. Enhanced project outcomes will be achieved by ensuring that all stakeholders have access to accurate and up-to-date project data in a centralized system. Key integrations to the financial, Geographic Information System, and asset management systems will provide valuable insight during and after project completion.
Program Delivery Approach
The initial Community Asset and Land Use projects are with Nashville’s Department of Transportation, followed by Metro Water Service’s Stormwater, Metro Water Services, Parks and Recreation, and Health.
Community Asset and Land Use began in Fall of 2022, and the first phase of work will be completed in the Summer of 2024. The program’s first project with Nashville's Department of Transportation launched on July 24, 2023. This project will centralize internal operations and transition the department to paperless automated processes. Nashville's Department of Transportation will implement public portal improvements in Fall of 2023.

- The go-live of the Nashville Department of Transportation Asset Management System project was on August 14, 2023
- The go-live of the Stormwater Asset Management System project was on November 13, 2023
- Future projects including Water Asset Management System , Water Permitting, Licensing, and Land Management , Parks and Recreation, and Health Permitting, Licensing, and Land Management are tentatively scheduled for completion in 2024
The second phase is planned to being in the Summer of 2024.
Community Benefits
The Community Asset and Land Use program will deliver numerous enhancements focused on efficiency, transparency, automation, and digitization. The improvements that will directly benefit the Metro community members and development partners are related to the Nashville Department of Transportation Permitting, Licensing, and Land Management projects, Electronic Permits (ePermit), and Electronic Plan Review (ePlan) projects.
The modernization and accessibility that will be delivered by the program will empower community members and businesses to participate actively in urban planning, making certain that Metro's services align with their future needs and aspirations.
Permitting, Licensing, and Land Management Benefits
With the implementation of the Nashville Department of Transportation Permitting, Licensing, and Land Management project in Fall of 2023, Community Asset and Land Use permitting will include an online public portal that allows permit applicants to complete the permitting process online and offers full transparency of every permit in the system.
- The first permitting enhancement implemented in July allows permit applicants to pay online, track permit status online, and print permits online.
- The second permitting enhancement to be implemented in the fall will enable the creation of a permit application online.
- Future projects will incorporate additional departments that are a part of the permitting process to work from the same permit applications, including the online review of plans.
The result will be an entirely online permitting process from start to finish, all without going into an office and without the duplication of submissions of the same documents to multiple Metro departments.
Asset Management System Benefits
Community Asset and Land Use Asset Management System projects will be integrated with hubNashville and allow residents to open a request in the hub and view updates from inspectors. This will not only facilitate enhanced transparency and tracking of service requests but will also improve the management of public assets overall, ensuring proactive maintenance is being completed as needed.
Electronic Plan Review (ePlans) Benefits
Community Asset and Land Use's ePlans project will transform the efficiency of review cycles between Metro departments and developers. Implementing e-Plans will result in an easy-to-use reviewer interface that facilitates communication within departments and outside agencies, or between plan reviewers and applicants. This eliminates time-consuming back-and-forth and makes certain that every stakeholder has up-to-date information.
Additionally, e-Plans are stored in a centralized digital repository, making them easily accessible from anywhere with an internet connection. This accessibility improves collaboration among team members, even if they are geographically dispersed.
