Subject: Metropolitan Property Special Projects Steering Committee
I, Freddie O’Connell, Mayor of the Metropolitan Government of Nashville and Davidson County, by virtue of the power and authority vested in me, do hereby find, direct, and order the following:
- It is in the best interests of the Metropolitan Government (“Metro”) to advance complex and multi-departmental initiatives on public land that align with the city’s strategic long-term goals and maximizes the utility of underutilized Metro-owned property and buildings.
- It is further in the best interest of Metro to actively engage with Metro departments and Nashville’s neighborhoods to anticipate and prioritize public property needs for Metro facilities, affordable housing, transportation infrastructure, rights-of-way, and opportunities for public private partnerships.
- It is also in the best interest of Metro to create a standardized process with a single point of contact to gather, compile, and analyze data used to provide recommendations that address the short and long-term needs of our community, while also allowing for unique projects handling in unique ways to the extent appropriate under the circumstances.
- It is important to establish clear guidelines and processes to support Metro property decision-making in a way that will improve project delivery and enhance our community for the benefit of all of Nashville.
- Therefore, there is hereby created a Metropolitan Property Special Projects Steering Committee (“Committee”).
- Responsibility, Authority and Functions.
The Committee shall serve in an advisory capacity to the Mayor. At the Mayor’s discretion, any project or initiative being considered by the Committee may be reassigned or changed. The Committee is charged with:- Providing oversight for complex and multi-departmental public property development initiatives as permitted by law.
- Advancing major projects on Metro-owned land, ensuring that use case decisions are made early in the process and that projects are delivered to meet their intended purpose.
- Serving as the overall coordination point and process facilitator for major property development activities as permitted by law.
- Providing input to the Metro Property Special Projects Division of the Planning Department on major initiatives.
- Driving increased collaboration and partnerships across Metro departments.
- Driving increased collaboration and partnerships between Metro and its private sector partners.
- Reviewing and discussing community input regarding the public property needs and priorities of neighborhoods.
- Leading policy-focused customer relationship management to align real property initiatives with city-wide priorities.
- Identifying public property needs, recommending priorities, and formulating strategies to plan and deliver projects that meet the needs of the city.
- Annually reviewing Metro-owned properties to identify underutilized land and buildings and recommending plans to the Mayor to maximize their utility.
- Promoting and coordinating multi-departmental initiatives in consultation with the Mayor’s Office to maximize the effective use of Metro assets.
- Monitoring and reporting the outcomes of special projects, and providing timely periodic reports to the Mayor about activities of the Committee.
- Composition of the Committee.
The Committee shall consist of the following voting members:- A designee of the Mayor;
- Director of General Services or designee;
- Planning Department Executive Director or designee; and
- Director of Finance or designee.
- Director of the Metropolitan Department of Water and Sewerage Services or designee;
- Director of the Metropolitan Department of Transportation and Multimodal Infrastructure or designee;
- Chief Executive Officer of the Metropolitan Transportation Authority or designee;
- Executive Director of the Metropolitan Development and Housing Agency or designee;
- Director of the Metropolitan Parks Department or designee;
- Chief of the Metropolitan Nashville Police Department or designee;
- Chief of the Metropolitan Nashville Fire Department or designee; and
- Director of Schools for the Metropolitan Nashville Public Schools or designee.
- Meetings, Officers and Operations of the Committee.
- The Mayor shall appoint the Chair and Vice-Chair of the Committee.
- The Planning Department Special Projects Development Director shall be Executive Secretary of the Committee.
- The Chair of the Committee shall convene meetings at least quarterly.
- Special meetings may be called by the Chair, by request of three (3) voting members, or at the request of the Mayor.
- The Chair will be responsible for setting the meeting agenda in consultation with the Mayor’s Office.
- Staff.
The Planning Department shall provide staff support for the Committee. An attorney designated by the Department of Law shall serve as legal advisor to the Committee.
