Executive Order 51
Subject: Space Planning Committee for the Metropolitan Government
I, Freddie O’Connell, Mayor of the Metropolitan Government of Nashville and Davidson County, by virtue of the power and authority vested in me, do hereby find, direct, and order the following:
- It is in the best interests of the Metropolitan Government (“Metro”) for there to be proactive, collaborative, and consistent space planning for all departments, commissions, and agencies for which Metro is responsible.
- It is further in the best interest of Metro to engage in data-driven decision-making for short and long-term space needs for all departments, commissions, and agencies for which Metro is responsible.
- Therefore, there is hereby created a Space Planning Committee (“Committee”) for the Metropolitan Government.
- Responsibility and Authority.
The Committee shall serve in an advisory capacity to the Mayor and is charged with:- Providing advice, direction, and oversight for space planning initiatives including, but not limited to:
- Workforce and workplace planning;
- Space standards;
- Portfolio optimization;
- Decisions about whether Metro should lease or own space;
- Operational and logistics facility planning; and
- Public safety facility planning.
- Promoting and coordinating initiatives to maximize the effective use of Metro assets.
- Monitoring the efficiency and effectiveness of processes and standards related to making space planning decisions for Metro, and providing timely periodic reports to the Mayor about activities of the Committee.
- Consulting with the Mayor’s Office regarding administration objectives.
- Creating processes for reviewing and recommending exceptions to space standards.
- Referring complex projects to the Special Projects Steering Committee.
- Providing advice, direction, and oversight for space planning initiatives including, but not limited to:
- Composition of the Committee.
The Committee shall consist of the following voting members:- A designee of the Mayor;
- Director of General Services or designee;
- Planning Department Executive Director or designee;
- Human Resources Director or designee;
- Information Technology Services Director or designee; and
- Director of Finance or designee.
- Meetings and Operations of the Committee.
- The Mayor shall appoint the Chair of the Committee.
- The Department of General Services Assistant Director for Real Estate Services shall be Executive Secretary of the Committee.
- The Chair of the Committee shall convene meetings at least quarterly.
- The Chair will be responsible for setting the meeting agenda.
- The Committee shall create guidelines governing the operation of the Committee
- Staff.
The Department of General Services shall provide staff support for the Committee. An attorney designated by the Department of Law shall serve as legal advisor to the Committee.
