Executive Order 54
Subject: Advisory Committee on Transportation, to provide technical and community feedback on Implementation of the Choose How You Move Transportation Improvement Program
I, Freddie O'Connell, Mayor of the Metropolitan Government of Nashville and Davidson County, by virtue of the power and authority vested in me, do hereby find, direct, and order the following:
I. The Metropolitan Council has requested, by Resolution No. RS2024-880, the establishment of a Transit Improvement Program Implementation Advisory Committee.
II. The Metropolitan Government recognizes it is in the best interest of the residents of the Metropolitan Government for an advisory committee to continually review the implementation work performed, provide feedback, and make reports and recommendations to the Mayor regarding the same.
III. The Metropolitan Government recognizes that its residents expect and deserve transparency and fiscal responsibility during implementation of the Choose How You Move Transit Improvement Program.
IV. An Advisory Committee composed of interested individuals is an effective approach for assuring that the needs and interests of those moving through Nashville and Davidson County are given full consideration by the Metropolitan Government.
V. Therefore, there is hereby created an Advisory Committee on Transportation for the Choose How You Move Transit Improvement Program for the Metropolitan Government.
A. Composition of the Advisory Committee.
The Advisory Committee shall consist of a maximum of fifteen (15) members. Membership will include the Vice Mayor (or a designee), five (5) members elected by the Metropolitan Council, and nine (9) members appointed by the Mayor. Membership will consist of individuals from non-profit organizations, professional and businesspersons from both the private and public sectors, interested citizens, or elected officials.
B. Appointment and Term.
Advisory Committee members appointed by the Mayor and those elected by the Metropolitan Council shall serve two-year terms. The Mayor's appointees do not require Council approval.
C. Duties of the Advisory Committee.
The Advisory Committee's duties shall consist of:
a. Work with the Choose How You Move Chief Program Officer or designee to make recommendations to the Mayor and to respond to inquiries from the Mayor concerning matters that need to be addressed involving implementation of the Choose How You Move Transit Improvement Program;
b. Convey the implementation values important to ensure a safer, more equitable transportation system that functions better for all residents and those moving through Nashville and Davidson County;
c. Promote public education and awareness of the contributions created by the Choose How You Move Transit Improvement Program;
d. Work to understand the needs and interests of the community during the implementation of the Choose How You Move Transit Improvement Program; and
e. At the request of the Chief Program Officer review the work as planned and performed in the Choose How You Move Transit Improvement Program in meetings open to the public, including the overall program and project-specific management and financials.
D. Meetings and Operations of the Advisory Committee.
a. The Advisory Committee shall meet on a regular basis. The Advisory Committee shall adopt bylaws and elect individuals to serve as officers.
b. The Advisory Committee shall set up sub-committees to advise on a topic or project-specific level as necessary to perform its duties.
c. The Advisory Committee will work directly with the Choose How You Move Chief Program Officer to ensure efficient use of resources and avoid duplication of effort.
