THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY

Subject: Metro Government Information Systems
I, Philip Bredesen, Mayor of the Metropolitan Government of Nashville and Davidson County, by virtue of the power and authority vested in me, do hereby direct and order that:
1. Executive Order 91-01, establishing a Computer Steering Committee for Metropolitan Government, is hereby revoked, and the Committee and its subcommittees disbanded.
2. Mr. Ghassan (Gus) Alfaqih, an employee of the Metropolitan Government, is hereby designated the Metropolitan Government's Chief Information Officer. Mr. Alfaqih shall also perform the duties of the manager of the Data Processing Division of the Finance Department.
3. The responsibilities of the Chief Information Officer shall be to:
(a) establish standards for the acquisition and use of information systems within the Metropolitan Government, and review requests for conformity to those standards;
(b) establish priorities for the development of new information systems;
(c) advise the mayor as to the appropriateness of proposed expenditures for
computer systems and services;
(d) prepare by 1 March 1993 an organization plan for the most effective provision of information services to the various users within the Metropolitan Government.
(e) such other duties as may be prescribed from time to time by the Users' Committee established below.
4. There is hereby appointed a Computer Users' Committee, to serve as a formal liaison between the Chief Information Officer and the user departments. The Chief Information Officer shall serve at the pleasure of the Computer Users' Committee. The Committee shall meet quarterly, or more frequently as called by its chair.
The Chief Information Officer shall submit to the Committee the standards, policies, and priorities developed by him for their approval.
The Committee shall consist of:
(a) the Director of Finance, who shall serve as Chair;
(b) the Director of Water and Sewer Services;
(c) the Director of Hospitals;
(d) the Assessor of Property;
(e) the Director of Codes Administration;
(f) the Metropolitan Trustee;
(g) the Chief of Police;
(h) the Fire Chief
(i) the County Clerk
(j) the Election Commissioner;
(k) the Director of Public Works;
(l) the Director of Law.
