THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY

Subject: Creation of the Job Training Task Force
WHEREAS, the Job Training Partnership Act, as amended, 29 U.S.C. § 1501, et seq., sets aside appropriations for the United States Department of Labor and mandates entities receiving such funds prepare comprehensive plans among public agencies for the coordination of job training programs for economically disadvantaged individuals and dislocated workers; and
WHEREAS, the Mayor's Employment and Training Resources Agency has been the designated recipient of funds from the Tennessee Department of Labor and the Tennessee Department of Human Services for such job training; and
WHEREAS, there has been increased national, state, and local interest in training disadvantaged and dislocated workers, current workers, and young persons just entering the work force due, in part, to the increasing numbers of workers dislocated each year as companies restructure to be more competitive and as new public policies in the areas of defense, trade, and environmental protection are considered and implemented; and
WHEREAS, it is critical that the Metropolitan Government have a well-trained work force to compete in the present economy; and
WHEREAS, it is necessary for the Metropolitan Government to coordinate its job training/educational resources in order to maximize the effectiveness of those resources.
NOW, THEREFORE, I, Philip Bredesen, Mayor of The Metropolitan Government of Nashville and Davidson County, by virtue of the power and authority vested in me, do hereby direct and order the following:
1. There is hereby established a Job Training Task Force to prepare a comprehensive inventory of job training/educational opportunities available to disadvantaged individuals and dislocated workers within the boundaries of the Metropolitan Government and to make recommendations on needed changes or procedures that may enhance the efforts of the Metropolitan Government regarding a better trained work force. The Task Force shall develop a comprehensive catalog of job training/educational opportunities available to disadvantaged individuals and dislocated workers and make recommendations to the Mayor regarding the procedures that will ensure coordination and cooperation among these available resources.
2. The Job Training Task Force shall be comprised of the following persons:
A. A representative of the Metropolitan Social Services Commission;
B. Two representatives of the Metropolitan Development and Housing Agency
C. Five members of the Private Industry Council who will represent the following:
i. Local Education
ii. Higher Education
iii. Private Business
iv. Job Services
v. Economic Development
D. A designee of the Mayor;
E. Two representatives from the community at large;
F. The Senior Manager of the Mayor's Employment and Training Resources Agency; and
G. Ex officio representatives from the Tennessee Department of Labor and the Tennessee Department of Human Services.
3. The Economic Development representative of the Private Industry Council shall serve as Chair of the Task Force and shall set the first meeting of the Task Force. The Senior Manager of the Mayor's Employment and Training Resources Agency shall serve as Vice Chair of the Task Force. A schedule of regular meetings, a procedure for calling special meetings and a time line for the accomplishment of the mission of the Task Force shall be provided to the Mayor by the Task Force.
