THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY

Subject: Re-creating and Restructuring The Nashville Film Office
WHEREAS, there exists a public need for the promotion of Metropolitan Nashville and Middle Tennessee as a production center for motion picture and television production companies; and
WHEREAS, The Nashville Film Office shall be created to fulfill this need; and
WHEREAS, The Nashville Film Office will be located within the Nashville Area Chamber of Commerce; and
WHEREAS, The Metropolitan Government of Nashville and Davidson County shall continue to make appropriations to the Nashville Film Office; and
WHEREAS, it is the purpose of the Nashville Film Office to foster economic development of the film industry in Davidson County by building the infrastructure of the film community through recruitment of businesses, promoting the area as a location in feature films, commercials and other works, and encouraging and supporting the growth of the local film community;
NOW THEREFORE, I, Philip Bredesen, Mayor of the Metropolitan Government of Nashville and Davidson County, by virtue of the power and authority vested in me, do hereby direct and order the following:
1. Executive Orders 93-01 and 94-04 are hereby repealed and replaced with this Executive Order.
2. The establishment of an entity known as the Nashville Film Office.
3. The Nashville Film Office shall be located at the Nashville Area Chamber of Commerce.
4. Nashville Film Office activities will continue to be funded by the Metropolitan Government of Nashville and Davidson County.
5. The Nashville Film Office has the following functions and duties:
(i). To build the infrastructure of the Nashville film community through the recruitment of industry-related businesses;
(ii). To encourage and support the growth of the local industry by promoting the creation of jobs in the film and television production area and in those industries supporting such productions;
(iii). To promote Nashville's locations, resources and personnel to motion picture, television, music video, and commercial production companies;
(iv). To promote local investments in the industry;
(v). To cooperate with and assist public and private educational institutions, the media, and other private and governmental entities involved in the promotion of the film, television, music video and commercial production industry in Nashville.
6. The Nashville Film Office will have an Advisory Board which shall advise the Mayor on issues related to the activities of the Nashville Film Office and on issues necessary to carry out the purposes of the Film Office.
7. The Advisory Board will have a total of fifteen (15) members including any ex-officio members. All members shall be appointed by the Mayor and will serve at the pleasure of the Mayor.
8. The Advisory Board members shall avoid any action which might result in or create the appearance of:
(i) using their Board membership or information gained in connection with their board membership for private gain;
(ii) giving preferential treatment to any person or organization;
(iii) impeding government efficiency or economy;
(iv) losing complete independence or impartiality;
(v) making a Board or Metropolitan Government decision outside of official channels; or
(vi) affecting adversely the confidence of the public in the integrity of the government.
9. In order to carry out and facilitate the Office's general purposes, the Mayor, with the advice of the Board, may select a Director (hereinafter referred to as "Director"). The Director shall have the following duties:
(i) To be responsible for funds allocated to the Nashville Film Office by the Metropolitan Government or donated to the Office for the purposes of the Nashville Film Office as expressed herein;
(ii) Assist in identifying and securing locations, personnel, creative talent and resources required to produce motion pictures, television programs, music videos and commercials;
(iii)Encourage, communicate and assist local professionals involved in the production of industry-related projects;
(iv) Cooperate with and assist public, private, and governmental entities involved in the production of industry related projects;
(v) Promote Nashville as a site for motion pictures, television programs, music videos and commercials;
(vi) Promote the importance of the film industry in the local economy;
(vii) Coordinate among Metropolitan Government agencies and officials as necessary to meet the objectives of the Nashville Film Office.
10. The Nashville Film Office serves at the pleasure of the Mayor. Any provisions of this Executive Order can be changed by the Mayor at any time, including but not limited to, the existence of the Office or the Advisory Board.
