The Metro Human Relations Commission has the authority to nominate one member of the Metropolitan Government Procurement Standards Board. (Metropolitan Code Section 4.08.010.) The Procurement Standards Board has seven members. Once selected and confirmed by Metro Council, the MHRC nominee will serve a three-year term and may be re-appointed.
The Procurement Standards Board has the following duties and responsibilities:
- Create regulations, consistent with this Metro code, that govern the procurement, management, control and disposal of any and all supplies, services and construction to be procured by Metro Government and all its departments, boards, commissions, officers and agencies, except those set out in Section 4.04.020(C) of the Metro code.
- The standards board shall consider and decide matters of policy within the provisions of this code, including those referred to it by the purchasing agent. The standards board shall have the power to audit and monitor the implementation of its regulations and the requirements of the code, but shall not exercise authority over the award or administration of any particular contract or over any dispute, claim or litigation pertaining to awards.
- The standards board shall provide the public an established process for comment related to the creation of regulations.
The Metro Human Relations Commission shall use the following process for selecting a nominee:
- Open call for self-nominations.
- Interested applicants must fill out an application.
- All applications shall be reviewed by one member of the Metro Human Relations Commission and the MHRC Executive Director. This review will be to establish that minimum criteria and requirements are met.
- All applicants meeting minimum criteria shall provide a resume by email and be interviewed by a three-member committee of the Metro Human Relations Commission.
- The three-member committee shall recommend a nominee to the full Metro Human Relations Commission.
- Once selected, the nominee must be confirmed by a majority vote of the whole membership of the Metro Council.
Criteria for Nominees
- Required:
- Registered voter in Davidson County.
- Cannot be employed by the Metropolitan Government of Nashville and Davidson County, nor serve as an elected official.
- Cannot serve on another board or commission.
- Cannot be a lobbyist.
- Must agree to acknowledgement of the Ethical Rules for Members of Boards, Agencies, and Commissions.
- Must agree to attend Metro Government's cultural diversity / sexual harassment training within three months of appointment.
- Desirable:
- Experience with or knowledge about labor rights.
- Experience with or knowledge about government contracting.
- Alignment with the mission of the Metro Human Relations Commission related to diversity, inclusion, and equity.
