In November 2023, Metro Nashville's Housing Division submitted an application for the Pathways to Removing Obstacles to Housing (PRO Housing) funding opportunity through the U.S. Department of Housing and Urban Development (HUD).
HUD announced in June 2024 that Nashville was among the 21 communities out more than 175 applicants nationwide to receive funding through the PRO Housing program. Nashville was awarded $5 million to remove barriers to affordable housing production and preservation by creating a Faith Based Development Institute, developing an Affordable Housing Accelerator Program, and bolstering the Affordable Housing Finance Program to create and preserve new deeply affordable (0-30% Area Median Income) and permanent supportive housing.
PRO Housing Initiatives
Not only is this a new initiative for Nashville – this is a new grant for HUD, and the Metro Housing Division is in the process of finalizing the administrative requirements with HUD to receive the funds. Over the course of the next several months, we will be shaping each of the activities and intend to launch these initiatives in Fall 2025. At this time, we do not have applications details or program information to share.
Faith Based Development Initiative
The Faith Based Development Initiative will equip faith-based institutions with the tools, resources, and expertise to convert underutilized land into affordable housing.
This initiative will build off the efforts of ThinkTennessee, Urban Land Institute, Real Estate Developers Academy, Hawkins Partners, Clear Blue Company, and others who developed resource guides and hosted a summer series for faith-based institutions. Affordable Housing Accelerator Program
The Affordable Housing Accelerator Program will connect emerging affordable housing developers and contractors with experts to increase their capacity and resources to support affordable housing development.
Affordable Housing Finance Program
The Affordable Housing Finance Program will utilize PRO Housing funds leveraged with Barnes Fund and other dollars to create new permanent supportive housing and deeply affordable housing (0-30% Area Median Income).
