Mid-Gulch Community Plan Amendment
The Mid-Gulch area is facing increased development pressure within the landscape of Downtown and Midtown. This is a timely opportunity to study and possibly update the area’s policy(ies) or add supplemental policies that ensure that these forthcoming developments include appropriate public benefits, necessary infrastructure improvements for handling any increase in density, and exemplary and site-sensitive urban and architectural design elements. Updated policies will guide new projects so that they successfully contribute to the area’s transformation in a holistic way. These new policies could detail things like important urban design features, mobility priorities, greenway and open space connections, and other character-defining proprieties for the area.
Recent studies, such as the 11th Avenue Corridor Study (November 2019), were completed after the current supplemental policy was adopted. This study included several recommendations that could impact the proposed community plan amendment area as well as its immediate surroundings.
Additionally, the Metro Nashville Transportation Plan highlights MLK Boulevard / Charlotte Avenue as an Innovation and Sustainability Corridor slated for investments and improvements. As such, the corridor can provide increased access to jobs, homes, and community amenities as this neighborhood grows.
Mid-Gulch Supplemental Policy Adopted
After hosting a public community meeting on June 3, 2021, along with a series of discussions with property owners and stakeholders, Metro Planning crafted a supplemental policy for the Mid-Gulch area of Downtown. This supplemental policy addresses key topics such as transportation, the 11th Avenue corridor, activating both levels of the Broadway and Church Street viaducts, and providing publicly accessible open space. The supplemental policy was adopted by the Planning Commission on July 22, 2021 as an amendment to the Downtown Community Plan. A text amendment to the Downtown Code, related to this supplemental policy was approved by the Planning Commission on August 26, 2021, and saw its Metro Council bill (BL2021-923) become effective on November 11, 2021.
