Metro Nashville's Housing Division is developing a Unified Housing Strategy (UHS) that will set goals, outline strategies, and provide policy and program recommendations to advance access to affordable, safe, and stable housing for all Nashvillians.
The UHS will build upon other existing and ongoing studies, including the 2021 Affordable Housing Task Force report, to provide detailed policy and program recommendations on how to increase housing security. The Housing Division has partnered with HR&A Advisors, Pillars Development, and MEPR Agency to support the development of the UHS.
This work will begin with a robust engagement campaign that will include community listening sessions, a public survey, and interviews with industry leaders and public partners to inform the UHS.
"The Unified Housing Strategy will be a first-of-its-kind plan that brings together all of the important partners in our housing ecosystem to ensure that we are working as effectively as possible to ensure that Nashvillians can stay and thrive here," said Angie Hubbard, Director of Metro's Housing Division. "The perspectives of residents and other community stakeholders are a critical input to this work, and our engagement and will be an opportunity for us to listen and discuss this critical issue."
Metro Housing will host four countywide listening sessions this summer that are open to the public. Details about the listening sessions can be found below. Additionally, Metro has partnered with more than a dozen community-based organizations, to serve as UHS Community Ambassadors who will work with their organizations and constituencies to hold additional listening sessions.

Nashville residents will also have the opportunity to provide input via a public survey to be launched later this summer.
"The unified housing strategy will give us a road map to ensuring our housing stock works for all Nashvillians," said Nashville Mayor Freddie O'Connell. "It will help us keep Nashville affordable, and I am confident that Nashvillians will provide us a clear picture of their community's needs. Their local knowledge is critical to the unified housing strategy's success."
Every Nashvillian deserves to have a safe, affordable place to live. Yet, many Nashvillians have experienced firsthand the challenge of affording their home and staying safely housed. The Unified Housing Strategy will provide action items that will improve our existing housing programs and provide critical guidance on how Metro and its partners can work together to make housing security a reality for all.
