The Metro Planning Department staff is currently accepting public comment on a draft amendment to the Zoning Code to replace Lot averaging 17.12.080 with Compact Development.
At the direction of the Metro Planning Commission, Planning staff evaluated the Cluster Lot Option standards and developed Conservation Development which was approved by the MPC on April 28 and by the Metro Council on May 17. The Conservation Development standards become effective September 14, 2022.
Through the course of the stakeholder meetings and analysis of existing code during the Conservation Development process, staff received feedback about the importance of additional zoning tools to ensure efficient use of land less constrained by the natural features defined in the Conservation Development. Additionally, stakeholders mentioned their desire to see a requirement for a type of formal or usable open space to provide amenities such as active recreation opportunities.
The purpose and intent of Compact Development for unconstrained sites is focused on the encouragement of provision of diverse and flexible housing to meet current and future needs, and incorporation of recreational or usable open space appropriate to the scale and form of the development. To ensure consistency with NashvilleNext and community character policy goals, this tool is currently being structured to afford flexibility to sites zoned R/RS10, R/RS15 and R/RS20, outside of T2 Rural policy areas.
Your comments on the draft proposal are welcome prior to finalizing the amendments for consideration by the Planning Commission. Once finalized, this proposal will be considered at an upcoming public hearing.
