Specialized Investigations Division TITANS detectives today arrested Kealin Hicks, 27, on a first-degree murder indictment for the August 27, 2023 shooting death of Diandre Starks, 24, on Rosa L. Parks Boulevard at the I-65 entrance ramp.
Starks was driving a stolen Honda Pilot SUV when he was shot. The Honda crashed and caught fire. He was rushed to Vanderbilt University Medical Center where he died the following day.
A second vehicle, a Jeep Grand Cherokee containing two persons, was also struck by gunfire. The 23-year-old driver of the Jeep said he was about to get onto the interstate when he heard shots, at which point he ducked, accelerated and crashed on the entrance ramp. Neither occupant of the Jeep was injured. Hicks is also indicted on two counts of attempted first-degree murder in relation to those victims.
This afternoon, Hicks was found to be driving a stolen Infiniti sedan. He fled after detectives tried to stop him. Spike strips were successfully deployed, immobilizing the Infiniti. Hicks tried to run, but was quickly apprehended. Recovered from the car were two pistols, marijuana, and multiple key fobs.
Hicks is being held in lieu of $250,000 bond. The investigation is continuing into the involvement of others in the gunfire on August 27, 2023.
