Deputy Chief Carrigan oversees the Community Services Bureau which includes the patrol operations and nine police precincts. Previously, she was the Inspector in the Administrative Services Bureau where she oversaw daily operations of the Training Division, Police Human Resources, and Background and Recruitment. Deputy Chief Carrigan has 13 years of supervisory experience. She has served as Commander of the East Precinct, and was a Lieutenant in the department’s Criminal Investigation Division where she led the department’s Adult Sex Crimes Unit.

Deputy Chief Carrigan holds a Bachelor’s Degree from Cumberland University and has also attended the Senior Management Institute for Police (SMIP) and Northwestern School of Police Staff and Command.
