Youth Services detectives are charging convicted sex offender Antwan Cowan, 46, with three counts of aggravated statutory rape for having sex with a 13-year-old runaway girl.
MNPD officers assigned to a public housing task force were conducting routine checks of vacant apartments today when they discovered Cowan and the teenager in bed together inside one of the units in James Cayce Homes on S. 8th Street. During an interview with detectives, Cowan admitted to engaging in sex with the victim three times in the last two weeks of knowing her, the latest of which occurred inside the apartment where they were found.
The teen has been reported as a runaway on several occasions and had been picked up by police and returned home a number of times. The Department of Children’s Services is following up on that aspect of the case.
Cowan was convicted of two counts of sexual battery by an authority figure in 2010 and is on the state’s sex offender registry.
