2nd Ave North Tourism Improvement Zone Ordinance
On May 7, 2024 the Metro Council passed BL2024-306 to establish a 22-month special Tourism Improvement Zone (TIZ) that encompasses the three-block segment of 2nd Avenue North between Broadway and Union that was affected by the Christmas Day 2020 blast. This initiative aims to offer opportunities to support businesses that have been significantly impacted by the blast and subsequent rebuilding efforts during the remaining construction of 2nd Avenue.
The streetscape and infrastructure construction is being conducted in a multi-year multi-phased approach which inevitably limits vehicle traffic and pedestrian pathways to businesses. Within the Tourism Improvement Zone, businesses are granted more flexibility related to the right-of-way beyond standard Metro Code provisions through a permit application process.
Examples of opportunities may include: place wayfinding and advertising signs, apply for banners on public poles at no cost, utilize outdoor amplification (respectfully with neighboring businesses) for performances, set up outdoor dining areas, sell wares outdoors along their building frontage, and use various external lighting methods. These examples are designed to aid their recovery and attract customers throughout the pedestrian zones during the reconstruction period.
The Tourism Improvement Zone is described as follows:
- Runs along 2nd Avenue North from Union to Broadway.
- In effect until March 3, 2026, unless Metro Council extends the term by resolution.
The activities allowed within the Tourism Improvement Zone will be reviewed by the Nashville Department of Transportation and Multimodal Infrastructure (NDOT) for approval and regulated by NDOT and the Metropolitan Nashville Police Department (MNPD) for compliance.
